More than enough has been said about this. It is another case of the many paying for the sins of a few.

Default University sealed envelopes

I misunderstood "university sealed envelops" in Canada PR guide (visa office specific) with "directly sending transcript by university" which is required in some Australian skill assesments. In my applications for Canada PR, I included a notorized photo copy of the transcript(I alredy have) + a copy of the request I made to my college to forward a transcript directly to Centralized Intake Office.

Any idea about the circumstances of this confusion/misunderstanding ?

A directly sent transcript without a file/case/reference no, will go nowhere within CIO?

It is unlikely that the transcript and your application will be married up. With luck, they won't return the application and ask for the transcript, but it is a coin toss. So I suggest that you get a copy of the transcript in a university envelope in case you have to re-submit.

Thank you very much for the advice.

Further, What I can get is a trancript put in an envelope & signed at the edges. They wont put any wax or stamp (College seal). Can this be called as a university sealed envelope? If not, do I need to ask the college to provide me with a letter stating anything else?

Hi Helcat

I nearly missed the thing about sealed transcripts until I was almost ready to send off the application! I asked my visa lawyer was this a necessity, as I had transcripts already, but he insisted I needed ones that were sealed so I was charged for both new transcripts I needed from two universities!

This might be a stupid question but if you have received your PER wouldn't CIO have noticed if any documents were amiss? or would this only happen once it has reached the London VO?
