Then dependent how things go once husband has Letter Of Introduction then you can apply for permission to travel to Canada as a family and then apply at POE for open work permit and visitor records for children.

I would take a different approach. I would apply online at this time at the same time as the main appllicant. In my opinion, that may make it easier to obtain authorization to travel. In some cases authorization is issued automatically along with the LOI. But by no means always. You'd have to apply for SPs for the children but I think you're better off so doing.
