Default Travel Document for Permanent resident Abroad

Does anyone know if this document "Travel Document for Permanent resident Abroad" is still in used??..I was trying to download it but it does not seem to be available...

If an immigrant is waiting for his/her PR Card but it does not arrive in time for his/her trip abroad in December 2004, what needs to be done so that this person can come back Canada without the PR Card??...Can this person apply for a Travel Document for Permanent resident Abroad at Buffalo???...or does this person need to apply from his/her original country???...

I will really appreciate if any of you have updated in formation with regards this common matter, Thanks in advanced...

I suggest that you try again at : http://www.cic.gc.ca/english/applications/travel.html

If you were going to the US, you could apply at Buffalo, but you have to apply in the country where you are going. You can't apply before hand.
