re: Travel document
He may not get his PRTD on the same day if he went personally but I don't think it would take a week. My PRTD application sent by courier to Mexico City and back to my house took 7 days . Years ago I needed to renew a temporary work permit ok not a PRTD but still a immigration document, I was supposed to send it by mail to Vegreville but I asked and got the CBSA at Emerson to issue it.then and there. Not everything you read online is 100% exact.

Ah, so you didn't apply for a PRTD to London then, let alone go in there or any other high commission or VAC personally. Work permit's generally can be issues at the border, so getting one from Emerson isn't really comparable at all.
I'm not even sure you can walk in to London High Commission and apply on the spot, or whether you have to go through the VAC. Better not to make general statements that he can 'get it the same day if he goes to the embassy' that may be relied on, if it aint necessarily so.
Let's keep everything crossed for him, regardless.

Offices outside Canada
Visa offices
IRCC visa offices are located in Canadian embassies, high commissions and consulates. They process applications for:- permanent immigration
- visitor visas (temporary resident visas)
- study permits
- work permits
- refugee resettlement
- travel documents for permanent residents abroad

I hope everything works out for his son too.

Yes they PROCESS them - doesn't mean you can walk in and apply though Hence VAC's Not being contentious, but I don't want anyone to be misled into thinking it's a 1 day process by walking into the High Commission, when we don't know for certain that the OP's son can actually GO to the High Commission in London to apply for the PRTD or whether they have to go through the VAC. https://www.vfsglobal.ca/canada/UnitedKingdom/

re: Travel document
Some friends of ours who travelled back to the UK recently without up to date PR cards had to apply via London. I think it took a week or two. They knew they'd have to do this though so they weren't in any particular hurry.

Re: Travel document
As mentioned previously, a few times, a VAC is a Visa Application Centre.

The London VAC and HC do seem to have a pretty good reputation when it comes to PRTD turnaround times though if the info on forums like CanadaVisa is to be believed.

Not meaning to go OT but Mexico isn't a 3rd world country. It isn't even close to being a 3rd world country really it's just much poorer than the other 2 large nations in North America.

Re: Travel document
Mexico was a 'Third World' country during the Cold War, i.e. non-aligned. If you're referring to its current level of development then it will depend on which metrics you use but neither the UN nor the IMF consider it to be a 'first world' country (very high HDI/advanced economy).
