Timing for PR

Timing for PR
Hello to everybody,
my fiance' has applied in May 2007 (so before modification on the procedure) for PR, under the NOC category Executive Assistant (she has also quite a long experience in this job).
In may 2008 the Embassy sent to her the request of all the documentation, and she provided everything just few days ago.
My question is: given that this NOC category, AFAIK, is not in the shortage list, what will be the most likely scenario? She will wait as forecasted into the CIC site around 6 months, or she might wait until they don't decide to process her application?
