I think it should be pointed out that at least two immigration consultant
organizations have been trying to have a regulatory regime set up for the
last ten years. It has been a case of dragging the CIC kicking and
screaming along the process. Several previous ministers have asked the
department to get on with it but only after years of effort from the
consultants themselves has there finally been some progress.
