Default TFWs and layoffs

Has anyone seen this ?

Employers must now also attest they are aware of the rule that Canadians cannot be laid-off or have their hours reduced at a worksite that employs temporary foreign workers.

Is this new? It's a bit surprising to me, I know of lots of companies which have laid off Canadians/PRs while TFWs were working for them. I tried to google for this "rule", but absolutely nothing came up.

It's reasonably new, introduced a couple of months ago when all of the TFW prog changes were brought in. There are a couple of threads on the subject in the immi section of the forum (I'll move this one there too as it's visa related), have a read of those for more info.

HTH.

Interesting. Would this mean that a company that's hired a specialised manager as a TFW would not be able to reduce the hours of a Canadian receptionist ?

IMHO, No. If there were 2 specialized managers do the same job, 1 a TFW and the other CC/PR, then they couldn't layoff the Canadian/PR.
