The issue is that as of July 2012 you have no guarantee that your occupation will be on the new list. There is no guarantee that there will even be a new list.

A returned application is usually arrives back within 3 months. Therefore once your application is complete I would definitely send it. If it does not make it within the cap, the full application should be returned in time for you to prepare to submit it again after July 2012, should your occupation remain on the list.

This way you're getting a possibility of 2 chances. If you delay until July, you're pinning your hopes on a single chance of your occupation still being on the FSW1 in-demand list, if there even is one!
