supervisa and wait
 
As the processing time is unknown and the application has to be from outside Canada i suppose the only way of getting Ma here would be as a regular visitor which isn't the best as medical insurance wouldn't cover existing conditions. Exasperating wait for a 93 year old. Could you come on as a visitor, apply for an extension and wait here until the supervisa is approved?

How long do you want her to be here for? She could come as a regular visitor up to 6 months then apply for an extension. Apply now for Supervisa then wait. No offence but some CBSA officer might think no way given age that this person will return to the UK and intends to stay here permanently to live out the rest of her days. Also requires to pass a medical for Supervisa.

Medical insurance is also required…a list of acceptable Canadian companies is available. This usually only covers emergency care.

Presumably the medical insurance is only required when the Supervisa is approved?

It's a requirement for the visa so must be in place when the application is submitted, otherwise the application will be refused. https://www.canada.ca/en/immigration...isa/apply.html
