Submitting an application without police clearances*!!

I understand it is generally acceptable to submit an application without police
clearances, and to provide such documents upon availability.
a) What happens if one has not been able to get the document from the other
country(ies) he/she once lived (not including Canada)? Would the application be
refused then?
b) Does it matter if one is applying from within Canada i.e., while temporarily
working in Canada?

I would appreciate your insight. Thanks.
