Default Studying In Canada

I have recently been considering going to Toronto to study (I am currently a
senior in highschool here, with some college classes already down at a
community college). I have been looking through the pages at
www.cic.gc.ca - but there is a fair deal of things to check, and not all of
my questions are answered. If I may receive any help, it would be
*greatly* appreciated.

1) is the SAT required (Province / Univ level?), used, accepted... ?
2) Would it be financially impossible for somebody working on a rather small
income (I'm only a lowly grill cook at a restraunt, $6 an hour isn't much).
3) that said, are there any (many? where?) scholarships for foreign
students?
4) if somebody could run over what would have to be done, it would also be
appreciated.

I still have a few years before I'll be going anywhere, as I want to finish
HS and attend some more classes here while I save my money away.
