Study Permits - Any ideas?

Hi,
My wife and I are currently living in Victoria, BC having moved over this January. Currently we are here on my study permit with my wife as an accompanying spouse. To cut a very long story short my wife's application for an Open Work Permit was refused as I was attending a private training establishment and not a Government supported Uni or College. Accordingly neither of us can work. Whilst my wife has been trying to find any work for the last three months employers have been put off by the bureaucracy involved in obtaining LMOs and even the new eLMOs. Unfortunately our backgrounds are quite specialised within Government work areas which, unsurprisingly, are not available to foreign nationals.
We are thinking of my wife enrolling on a full time course, at Uni or college, so that I could then take advantage of the OWP and actually bring some money in. I would continue my course but not under my own study permit.
Does anyone foresee any problem with this? Also as we live in Canada would my wife still have to make the application to CIC London?
I would appreciate any input.
