Student Visa and Spousal Sponsorship order

Now we have the correct information regarding Spousal Sponsorship (common-law), thanks to this site for clarification. I have a new question regarding order of Spousal Sponsorship, whilst on a student visa and 'change of conditions'.
Ok, so we know we can submit a S.S application, the said common-law partner is on a 12 month student visa and she'll have 90 days to either extend or re-new her visa at the end of the course.
So once the S.S has been submitted I believed we cannot submit the 'change of condition' at the time of their application because she has a temp student visa in place. I believe we should submit the 'change of conditions' at least a month before the 90 days, as I know it's taking 4 months to come through. This visa will then allow her to work until PR has been approved.
Do you think this is the correct order????
