Hello!
I am about to file my independent immigration application. I am a software developer and
have slightly over 70 points without the personal factor. But the process in Moscow office
is quite long. So I asume the more points the faster process will go(given documents are
prepared well). Right now I am trying to get a job offer certified by HRDC. I am not sure
whether it will work out or not. So my question is: Will it make more sense to apply now
and as soon as I get the job offer(if any) add it to my file or wait until it is clear
whether I get it or not? Is there a way to make this type of change to the application
once it is submitted?

If the processing officer will also give you 70+ points without personal suitability then
the job offer will make no difference in your case. More points doesn't mean faster
processing at all. Number of points scored is only a guideline. As a matter of fact
processing officers have the discretionary power to approve applications with less then 70
points in total, or reject those with over 70 points.
If you can get HRDC validated job offer then why won't you apply for Employment
Authorization first? You may be living and working in Canada while waiting for your
immigration visa.
