No, if they never 'landed' as PR's, then the visa wasn't activated and has expired. Unless they are still within a year of their medicals, so could still land? If not, then they'd have to apply again, so you'll need to sponsor them once you've moved over there I'm afraid.

You might be able to obtain visitor visas for them once the sponsorship application has been received at the visa post. However you still need to demonstrate that their stay is temporary - in other words that they will leave Canada if they are required to.
