Spousal open work permit

Spousal open work permit
We are just waiting for my husbands work permit to be approved.
for myself I would be applying for a spousal open work permit, I understand this can not be done at the border at the moment when he receives his official work permit.
a few things I’m not sure on
can I apply for my owp online once he receives his approval letter or does his TWP need to be issued at the border for me to apply?
Or would we have to wait until he has it issued and I apply from in Canada? In which case would they let me travel with exemption documents and then I apply once there?
