Smile Sponsorship

Hi everyone. I have a friend who is here on a PR from Russia as she married a Canadian. She is trying to get her sister here and thats a bit out my depth, does anyone have any ideas? Shes too old to come as an international student as shes over 25.
My friend is trying to sponsor her parents but she has been told she cant include her sister.
Any advice would be great

The sister is going to have to apply on her own as a skilled worker. She will receive 5 additional points for her sister's residence in Canada.

Sorry shes here as an international student now.She has heard that if she is here studying for more than 2-3 years she can apply to stay somehow,im not sure how much of this is true. She cant get a work pemit as shes 24 and dosent have enough experince in any field so shes in a catch 22 situation at the minute
