Sponsoring my sister
 
Ok heres the backstory:
my parents are in calgary with citizenship but are over retirement age.
Me and my hubby have had our p.r for over 3 years now but have not yet applied for citizenship.

My sister wants to move over here but does not qualify for express entry, and to qualify her husband would need to go back to uni for 1 year which is not possible right now.

Ive looked on cic website but from what i see it says i cannot sponsor her as i already have a family member here (my parents), and my parents cannot sponsor her as they have family here (me).

has anyone been in a similar situation, or could someone send me a link from the cic page to confirm that i can sponsor?

You cannot sponsor her as your parents are alive.

Afraid not, because you're quite right, you can't sponsor her. The only way you could would be if she were (a) orphaned and under 18 years of age (clearly not the case as you mention your parents); or (b) your only living relative (again, not the case as you mention parents and husband).

If she wants to move to Canada, then she'll need to qualify for a visa herself. EE is only one way, there are lots of others and Alberta has a more flexible PNP program than other provinces. I would suggest you ask your sister to join BE and give details of their education, jobs, etc, and hopefully we can help her figure out a way over.
