Sponsoring Mum - Mr. Miller, Your Kind Attention

Dear Mr. Miller, I landed in Canada a couple of months ago and am planning to sponsor my mum. She's an Indian citizen. How long would it usually take before she gets her PR? Do I have to stay in Canada for a certain period of time prior to sponsoring her? She has to apply from New Delhi, right?

You will be eligible to sponsor your mother only after you reach minimum
income requirement as per LICO table. Income must be earned after landing
and from Canadian sources (unless you work in US and commute there every day
from Canada and return to your home in Canada every night and if such income
is reported on your Canadian tax return) - income must be earned within 12
months or less prior to sponsorship application and you must continue
earning that or greater income after the application. And of course you must
reside permanently in Canada.

Thanks for your reply, Mr. Miller. Right now, my spouse and I are Canadian PR's. The LICO table says, if the "size of family unit" is x, "minimum necessary income" should be y. So, if we want to sponsor my mum, "size of family unit" should be 3 (my wife, mum and me) and the corresponding income should be $29,944, correct?
