Default Sponsoring dependent relative with disabilities

Is it possible for a PR to apply for her sister who is mentall
handicapped? Basically what I am planning to move to Canada as a PR.
I qualify based on the 67 points and I will be moving here with my
wife and child. I have a 38 years old sister. She does not need any
help with feeding, clothing, dressing or bathing. She helps out in the
house. She is not physically disabled nor is she is mentally
handicapped. She has what is known as Learning difficulties, this
means that she has the mental age of a youngster. She has grown up to
become to a small degree independent. We cannot allow her to go out on
her own. She has not got any medical condition. She is overweight but
apart from that she is fine. She currently attends a day care centre
that the social services here provide. But if the Candian government
will not pay for this in Canada then I will pay for it. I am not
asking the Canadian government to pay anything for her upkeep.

So the question is;

1. Can I apply for her at the same time as I am applying for my PR?
2. Or can I bring her with me here (UK citizen) when I move here on my
PR and apply for her from here.

I can show over $750,000 in financial statement which should provide
the proof to the Canadian government for my ability to support her.

You raise a very interesting question to which there is no simple answer.
Hypothetically your sister could file an application, simultaneous with your
application and ask to be considered under 25(1) of the Act due to the
existence of Humanitarian and Compassionate grounds as she could not other
wise (I presume) meet the selection criteria for Skilled Workers. The next
problem and the biggest hurdle will be for her to pass a medical. She would
more than likely fail due to excessive demand on health and social services
despite your ability to pay.

My view is that you would not succeed and my best advice would be to forget
the proposition.

you state that she is mentally handicapped and 6 lines down you state that
she is not.

Default Experts please help - Sponsoring dependent relative with disabilities

So I cannot sponsor her after I get here? She is not handicapped
becuase she does not have any issues other than learning disability.
Don't know how the Canadian government classifies this? Please let me
know if there are any other possibilities of brining her here
permanently with us.

1. She has learning disability and needs day care service for her daily
life. She is 38 years old and not your family member. She would required
social services (special school, transportation and health care) of
municipal and provincial government. I don't believe that you would be able
to bring her here.

2. Your ability to support her with financial statement of $750,000 means
nothing to the CIC. What if they approve your sister as your dependent and a
couple of years later, you goes bankrupt or pass away? Then the government
has to care for your sister with tax payer dollar. I don't see any way that
you could help her to get here except arranged marriage.
