Default Sponsoring children, one in canada another overseas

Hi all
My eldest daughter 13 yrs old is in Canada's and her visitor visa valids until August 2014. her younger sister is in china, and plan to travel to canada to stay with us In June 2014. She will travel using her Australian passport, visa free to canada.

Both me and wife are permanent resident of Canada but Our daughters didn't validated their pr visas in time.

My questions are related to the sponsoring them for pr.
A. Should I sponsor both of them at the same time (two applications in one envelope) now although they are in two different places?
B. Or should sponsor them after my second daughter arrived in June 2014, so both of them in canada.

I want to avoid complications, and if possible find a better way.

Many thanks.
