Default Some questions on application process

Hello Everyone,

The message has gotten rather long, but almost all of the questions
can be answered in less than a sentence, I guess.

I would really appreciate if some knowledgeable person could help me
with the following questions. I am in the process of putting together
an application myself for the Federal Skilled worker Category.
Circumstances have put my deadline to April 15th 2004.
Most likely, these are straightforward questions for seasoned gurus in
this process. Please help me shoot my deadline.

I am currently residing in USA, and am a citizen of Sri Lanka. Went to
engineering college in India for 4 years as well.

#1) I wish to make a "convincing case" that I do not need an IELTS
since I have studied throughout in English medium schools, have an MS
from a very well known school in USA and have worked in USA for 2+
years.

Not sure if that would suffice (comments?). To make my application
"bullet-proof", I am willing to take IELTS, but logistics do not
permit to do so before my deadline. Can I take IELTS sometime later
and send in the scores, after I receive my file-number and before the
app is assessed?

#2) With full points in one language, I make 68. If my application is
rejected due to my oversight and lack of one or two points, how does
the re-application process go? Can I send amendments later and they
save the past papers of the application?

Actually, do they usually reject someone straight-off if the reason
might be sort of controversial? Or do they prefer to interview in such
a case?

#3) What does the box "Date of receipt stamp at post" in the form
IM00018-Generic mean?

#4) Buffalo office asks for "certificate of completion", apart from
the usual Degree-Certificate to prove educational qualifications. I do
have the degree certs, but no school ever gave me a separate Cert of
Compl. Should only degree-cert suffice?

#5) Similarly, they ask for "Employment contracts" apart from
reference letters. I have always worked with well-known employers and
I can get "Employment verification" letters from all of them with all
the details the office asks for, but I don't think I have all the
"Employment contracts" with me. Is that a critical requirement? Also,
how important is to have the SEAL of the employer? What if that is not
a practice of correspondence with the particular employer?

#6) Does all the "countable" work experience have to be in a single
NOC criterion? Most probably not, right? My work experience (2+ years
without break, with different employers) falls in different NOC
categories, but all of them quite related to what I project myself
working as in Canada (2174). Should that be fine? Does a related (to
2174) workex during grad-school (paid assistantship) count?

#7) What are "Professional Qualification Certificates"? Are they like
Sun or Microsoft exam certificates?

#8) Does the choice of city/province) in Canada matter, except for
Quebec?

#9) If I read the instructions correctly, I should not bundle a
Federal Police certificate from USA until the visa office asks for,
right?

#10) How much do "personal history" and "association memberships"
matter? Do I have to attach proofs of all that I write in there? I do
have proofs, but are they required to be attached? The office does not
ask for them, I read.

#11) Any other DOs or DON'Ts in particular?

Thanks a bunch for taking time, for reading and thanks in advance for
answers.

Sincerely.
