Default So whats wrong with the Mercer report?

It keeps coming up in threads, "if one of the reasons you are leaving the UK is because of crime, Canada has similar levels".

But the Mercer Report on Personal Safety lists all canadian cities as joint 22. London (@69) is not even listed.

Reading this report, Canadian cities are not the safest places to be, but are far safer than any in the UK.

Are there alternative statistics, is Mercer Biased in some way?
