Second Reading Bil C-18 taken place already?

Default Second Reading Bil C-18 taken place already?

Today (18 Nov 2002) If you search www.parl.gc.ca for bill c-18 you
find it says "first reading" only.

Which is the government "JOURNALS No. 25 Friday, November 8, 2002
10:00 a.m."

It says "The House resumed consideration of the motion of Mr. Coderre
(Minister of Citizenship and Immigration) , seconded by Ms. Augustine
(Secretary of State (Multiculturalism) (Status of Women)) , — That
Bill C-18, An Act respecting Canadian citizenship, be now read a
second time and referred to the Standing Committee on Citizenship and
Immigration.
The debate continued.
The question was put on the motion and it was agreed to on division.
Accordingly, the Bill was read the second time and referred to the
Standing Committee on Citizenship and Immigration."

My assumption is that the bill has now been passed to the Committee.
Am I mistaken?

certainly sounds that way. Probably just have to wait until who every does
the updating gets round to updating the bills website. so the delay now will
be if the standing comittee takes ages to make lots of suggestions and
stuff. If they dont want to make many changes and get the report done
quickly it might move fater.

In the House of Commons, first and second reading of a bil are
routinely automatic. Your assumptions are correct. The quest ion now
is : When will the committee schedule hearings.

Indeed, this does seem to be the case. According to the online
committee schedule, discussion of Bill C-18 is apparently going
to start this Thursday (11/21/2002).

Keep in mind, of course, that even if the government decides to
ram this bill through the Commons in record time, it will still
have to be dealt with by the Senate. The last time this bill
(or something highly similar) was presented to the Senate, in
2000, it got bogged down in the Legal and Constitutional Affairs
committee and eventually "died on the order paper" when Parliament
was dissolved for elections.

Although I wouldn't try to predict what will happen to Bill C-18
in the Senate, it may be worth noting that the provisions which
caused the most fuss in the Senate committee two years ago have
not changed significantly from the language in the earlier bill.
These provisions deal with the government's ability to reject a
citizenship application without recourse to the courts, as well
as the government's ability to challenge a grant of citizenship
(naturalization) using irregular and/or secret evidence.
