Default RRP

As the new law requires Permanent Residents to be in Canada only for 730 days in
5 years, do we need to get RRP if someone leaving Canada now and may return
after a year.

New law is not implemented yet and nobody really knows what other criteria in
addition to residency requirement PR will have to meet in order to maintain PR
status. As of now the current law is still in force and if you are planning to be
absent for such prolonged period of time then you should apply for RRP, if you of
course qualify for such. Qualifying criteria are - well established permanent
residency in Canada, valid reason for absence (education, family emergency, etc.)
and maintenance of residence as well as other substantial ties to Canada during
such absence.

The CIC site says they will stop issuing RRPs once the new rules take effect. But,
yes, as Mr. Miller says, these are not yet in effect.
