Default RPRF timing - expert advice?

I know this has been discussed before on these forums, but there seems to be some ambiguity in the answers. Will my not paying the RPRF upfront to London delay my application, or does it make no difference?

Before passport request it should be paid, otherwise they
will ask you for that delaying by 2-4 months.

Better to pay it on/before/immediately after, when you send your medicals
or additional documents after interview or interview waiver.

If security check is long for you ( 6 months or more) you can pay during that
time.
