Am luat decizia sa emigram in Quebec.

For the benefit of readers who don't know any Romanian, I believe
"gabicosta" was saying basically the following (my command of Romanian
is sketchy and rusty; corrections welcome):

Short answer: I suspect you're probably out of luck.

Longer answer:

First of all, please make sure you are looking at the immigration rules
that apply specifically to Quebec. By special agreement with the
Canadian federal government, Quebec has its own immigration criteria
which override most (though not all) of the Canada-wide rules. You can
find a description of Quebec's immigration selection requirements at:

http://www.immigration-quebec.gouv.q...requisite.html

Or, if you prefer the French version:

http://www.immigration-quebec.gouv.q...n-requise.html

In either case, make sure your news reader didn't split up the long URL;
you need to use the whole thing, as one single line, or it won't work.

Unfortunately, as I understand these selection rules, it doesn't look
like you (or anyone else without at least three months' worth of funds)
stand any chance at all unless you can qualify under the "assured
employment" program. There doesn't appear to be any provision for
exempting yourself from the support funds requirement via a sponsor.

Further, you need to understand that the "assured employment" program
requires more than simply getting an official job offer from a Quebec
employer. Your future employer must also convince the immigration
officials that he/she has been unable to find someone who is already
in Quebec and who is qualified to do the job which he/she proposes to
offer to you. In practice, this can be a very difficult requirement
to satisfy. Unless you have exceptional skills, it is unlikely that
you would be able to qualify for any job that could not be performed
by someone who is already in Quebec.

Note, too, that being willing to take "any job" won't help you at all,
because a job for which you have no experience clearly can't possibly
be a job for which you could get approval for assured employment.

Unfortunately for someone in your situation, the Quebec immigration
rules (or the rules for the rest of Canada) simply don't make any
allowances for the fact that an amount of money required to sustain
an individual or family for a few months in Quebec (or anywhere else
in Canada) may be an astronomically huge sum in many other countries.
If someone else reading this newsgroup happens to know of any other
approach this family could try, I'd love to hear that I'm mistaken.
