requirement for citizenship application

I heard that the requirement for citizenship application is changing. One will only
need to stay in Canada for 2 years in 5 years to be eligible for citizenship. Is that
right? Can anyone give more information?

It is not true. Citizenship Act remains unchanged for now and it is unknown when new
one will be proposed. You still must accumulate at least 1,095 days (3 years) of
residence in Canada within 4 years prior to citizenship application to be eligible.
The "2 years in 5 years" rule you are referring to is part of new Immigration Act and
it has nothing to do with the eligibility for the citizenship. Under new Immigration
Act which is not implemented yet (most likely will be in force next summer) in order
to maintain PR status person will have to be present in Canada for at least 730 days
(2 years) in any 5 years period. But again it doesn't affect the citizenship
eligibility - it is only one requirement to maintain PR status and be eligible for
the renewal of Maple Leaf Card (new PR document which also will replace landing paper
and will be implemented by June
2002).
