Does anyone know if CIC conducts a background check for PR renewal and for citizenship? I have lived in the US and plan to relocate in near future. I am facing reckless driving charges in the US. Any advice would be helpful.

Not normally, at least for now. But it wouldn't hurt to get one done in case you are asked. They do RCMP checks themselves for citizenship.
You should also do a request to the USCIS for proof of your status in the U.S. as CIC sometimes ask for this when you apply for citizenship. And they will want to know how much time you have been in the U.S. for both PR Card and citizenship.

Hi
The OP has to declare in Section 8 of the application that he has been charged
