good day to you!

my friend who is now in Toronto, Canada as permanent resident, told me that when his application for skilled worker immigrant in 2000 was approved, the embassy / visa officer didn't ask his passport for visa stamping. He merely received his visa, COPR, etc. w/o sending his original passport to the embassy.

pls confirm. As i understand, the embassy will normally request the passport.

Prior to June/2002 when the new Act came into effect a visa (IMM 1000) was mailed to the applicant, there was no COPR>

It was long time ago, under the old law when visas (landing papers) were mailed to applicants who later often were selling them to the highest bidder. Now, under current law (since June 2002) PR visa (just like other visas are) is a couterfoil, secure sticker that is permanently glued to immigrant's passport. No passport = no visa.
