Refugee related question.
 
If you are a refugee in Canada is there a way that you can go and travel
outside Canada. Does the governement give you a
travel document before you apply for citizenship down the road?

Yes, you can ask for a Refugee Travel Document. See:

If it is necessary for you to travel their is a convention refugee travel
document you can obtain from the Canadian Passport Agency.
