ready for finalization
 

Can anyone tell me or know what the above term means?

Ottawa office has said my file will be 'ready for finalization' once they receive my partners medical (pending additional test).

I haven't seen what's been written but from what you say, it looks like the processing of your Application has been completed but the final decision will be made once the results of your partner's medical are evaluated.
