Is it possible to re-enter Canada even without the PR Card?

for now, yes.

After Dec 30 2003, you will need your PR card when travelling to canada using commercial transportation (car, bus, airplane, Amtrak).

This will be a problem for me then since I intend to go to Canada first on January, leaving my kids behind. After looking for a place we can stay, I'll then have to fetch my kids and bring them to Canada. Most likely, I would not have a PR card yet by then.

Any alternatives, like I've read somewhere that there's this "travel documnet" that I can get from the Canadian High Commission that will allow me to re-enter Canada?

I've entered Canada 3 weeks ago and had to leave now. I asked the
immigration officer how can I enter after Dec 30. The answer was as
follows: Go to your local canadian visa post, pay 50$ and you'll get
the entrance visa.

what are the means of comming to comming to Canada from US other than
commercial vehicles?
