Quotas By Country Or Post?

I'm aware that Canada has quotas on immigration but does anyone know if they are on each mission or if they are on individual countries.

What Canada calls "targets" are by post.
One can quibble about the semantics, and it should be noted that for most applicants the post target is essentially a country target.
