question for Mr.miller!!!

hello mr.miller
one of ma friend applied for his immigration in last june,
he is an international student, he just finished his masters from a canadian
university and had a work experience of 2 years,
also he managed to get a job in canada which is approved by
human resouces canada,
with all these criteria being favourable to him,hs application got rejected
and he got a reject letter with stateless reason on it, i was wondering on
what basis they mainly evaluate peoples applications

Criteria depend from what law his case was processed under - the old one or new
one. Refusal letter always provides valid and legal reason for such decision,
although you may think that it is "stateless" (whatever that means). Without
knowing all details I can't really comment nor help with the case, sorry.
