Query on Fiance Visa?

I read a reference to this somewhere, but I wonder if such a thing exists.

Briefly, I'm a Canadian citizen who has met a Finn while travelling
abroad. We plan to get married and she will move to Vancouver to live
with me.

Is it better for us to be married in Finland or in Canada, and where is
the best place for her to apply, through family provisions, for landed
immigrant status? She is a Finish post office worker and can take a
year's absence from her work at a reduced salary. Is it a good idea for
her to apply from Finland, take her medical there and then move to
Vancouver for the six months allowed on her passport? She will go back
to Finland to visit, and then come back again. After this time,
hopefully, her application will be processed. Her reduced salary will go
to her daughter living in Finland, and I'll be taking care of her here
in Canada.

Is this a logical course of action?

Thanks in advance.
