Query on engineering degree assessment by CCPE, please help !

Experts, please help.
Does anybody know if an engineering degree has to be assessed by
CCPE (Canadian Council for Professional Engineers) before submitting the new
application form.
On the old checklist application guide, in some countries such as Australia,
South Africa, the assessment was not needed (mentioned explicitly on the
checklist guide).
On the new checklist guide (June 2002), no mention is made (in fact, the
section on assessment has been removed !). Does anyone know if the degree still
need to be assessed.

The CCPE validation office is likely very quiet right now as the
assessment is no longer required by the visa offices .
