I have a Close work permit with a IT Company in Quebec, My French is Zero.
Is their any way to Get PR in Quebec now without French. ? OR Can i work with some Other Firms in Montreal Quebec ?

If your work permit is closed, then you can't work for anybody other than the employer named on it.

Yes, you can get PR without fluent French, but it will depend on various other factors. Look at the QSW stream and work out if you are eligible for that.

My Employer now allowed me to get a new Permit if i get any one from Market, Is it Possible to convert my Close Work permit to Open work permit as my Employer is Okay with it . If it is possible then what will be the Process ?

I'm sorry but I don't understand your question? Are you talking about finding a new job and a new permit? That's fine, but it will still be a closed work permit. Any employer sponsored one will be.
