Quebec immigration with a brother in Ontario

Hello,
My brother wants to immigrate to Quebec, but he didn't apply yet. I will obtain
PR status in a few months and I will live in Ottawa. Will this affect his chances
to immigrate to Quebec (because of the supposition that he will want to move to
Ottawa, too)? Our citizenship is romanian. We have received advice from some
other immigrants-to-be that he should be cautious revealing this information, but
we are not sure that this is a good idea... He wants to immigrate to Quebec due
to the fact that this is faster than the other way.

Never listen to myths and speculations spread by people who are not experts in
particular field.
First of all - processing time for immigration to Quebec is not faster at all. First
person must apply for CSQ (Quebec Selection Certificate) and this process may take
anywhere from 2 to 6 months. After CSQ is granted person must apply for Canadian
immigration visa and this stage may take anywhere from 6 to 18 months. Person
applying for immigration to other than Quebec Province applies for immigration visa
without wasting time for CSQ process - so the entire process will be faster than the
one with Quebec as a destination, especially if interview waiver is granted.
Second - the fact that you'll be living in Ottawa will have no impact on your
brother's application for CSQ at all.
