Will I be eligible for French classes offered by Quebec government to immigrants if I move from Ontario to Quebec? (I landed in Ontario). Also, are immigrants from other provinces treated there the same way as those who applied for Quebec immigration directly?

If you move to Quebec without CSQ then you will not have access to free benefits offered there to immigrants who immigrated directly to Quebec with CSQ.
All the rest will be the same as for other residents of Quebec.
Note that Quebec has quite strict French language protection law. Children of parents who's education was in other than English language have no right in Quebec to go to school where English is the medium, they can only attend schools using exlusively French language. There are few other things you may also find annoying.

Its only for people who are selected by Quebec, either by SW class or family class

If the parents are PRs, or Canadian citizens educated outside Canada, as far as I know the exemption does not apply. Check http://www.gouv.qc.ca to be sure.
There are some exemptions from the rules, eg for children of work permit holders.

I was a family class sponsoree and I have a CSQ, but when I went to apply for the medicare card, I was told that I have to wait for 3 months before I get it.... and before I actually get covered by it!!
