Default Proof of parent's support

We just received the Singapore pkg. to be sent to our family overseas,
who we have been approved to sponsor.

In the checklist it says under children's information:

"proof of parent's full financial support of dependent children since
reaching 19 years of age".

What kind of proof are they looking for? The age for non-student
dependants is now under 22 so what about someone (such as my
brother-in-law) who is 19 and is no longer in school. How do we prove
that he is financially dependant on his parents?

Thanks,

charlotte
