Proof of Language proficiency - help needed

Hi,

I am confused because i applied during the transition to the new law
~(on 16th June 2002)~ after the new regulations were published ~(14th
June 2002)~ but before they came into force - ~(28th June 2002)~

I had attached 550C$ as fees as per the new regulations.. They
returned this and asked me to resnd the package with the fees
applicable on (16th June 02) i.e - 500C$..
I resent my application, for which i got an acknowledgement dt
21/8/02..

Doubt is : When i applied on 16th June 02, i had not attached proof of
English & French language proficiency.. Coz they were not explicitly
required under the old rules.. But under the new rules they are
required, right? So what should i do now? Should i take the IELTS and
TEF and send them now? Or should i wait for the visa office to contact
me?
