Default The process of immigration

That should be somewhat an easy question, but I wasn't able to find the answer on the official web-site. I have applied in Buffalo in July 2001. I have moved back to my home country later on. I have received the letter from Buffalo, stating that my file has been transferred to the NYC Consulate back in November of 2002. Since then I haven't heard from the NYC and I wonder when should I expect to get the interview invitation, at least approximatelly? Also - what happens after the file transfer letter came in? Background check? Or it happens after the interview? If it's after the interview why they don't send the invitation for the interview for more than 5 months? Is this normal? I am worried that our mail service screwed up. Thank you very much in advance for answering. This is very important for me.

Interviews take about 8-10 months after file transfer, so you are probably
looking at a date somewhere around August/03. The background/security was
probably started at the same time the application was transferred.
