PR visa valid with RRP ONLY?!! From official site...

you may not be allowed to board a flight to travel to Canada."
Does this mean anybody has now right to rule on validity of PR visa, not only a Canadian
Immigration Officer at the port of entry?
Does this mean PR who can't get RRP can't arrive Canada at all, and so can loose his
funds, property etc. (if he have)?
