"If you do not have this document and have been outside Canada for longer than six months,
you may not be allowed to board a flight to travel to Canada."

Does this mean anybody has now right to rule on validity of PR visa, not only a Canadian
Immigration Officer at the port of entry?

Does this mean PR who can't get RRP can't arrive Canada at all, and so can loose his
funds, property etc. (if he have)?
