Default PR process and marraige

Hi,

I have a question around Canadian PR and marraige. If I apply for my
PR when I am single and I get married when the PR is still in process,
what are the ramifications? Do i have to apply all over again as
"family" or can i just add my wife's name into the application,
whichever stage it is in?

I am from India and am currently in the USA working on H1-B.

You have to add your wife and pay the fee and she completes the application
and obtains required documents.

You will not have to start again, though you WILL have to add her to
the application, provide any required documentation and pay the appropriate
fees.

What if someone marries while the decision has already been made and
is only waiting to receive the landing documents. Will they need to
apply afresh or only the spouse will have to submit application?

They will still have to apply for the spouse. Doing otherwise (i.e.
landing by themselves and then applying to sponsor the wife, for example)
can result in the husband's PR status being revoked for making a fraudulent
statement upon landing or the husband unable to sponsor the wife ever.
