I don't think their situation is complicated. They've been in Canada for over 5 years and only had holiday time out of the country. I think it's simply the PR Cards haven't been issued in time. Bu all accounts (Facebook-wise) they're having a good time back in the UK so doesn't seem to be bothering them too much!
We had a similar problem...but we were waiting for our first PR card. We were in the UK and were refused boarding the plane...but we are US citizens and don’t need a visa/PR card/ETA to enter Canada for 6 months. I pointed this out upon checking in...they were a little confused but we were allowed to fly back to Canada.
