Default PR card for Returning Landed Immigrant-Mr. Miller please help!

I became landed immigrant in late 2001. I resided outside of canada since
then. The new law saved my PR status due to the new 2/5 rule. I just moved
back to Canada to live premanently.

- When applying for the new PR card, is the fact that I stayed out for about 2
years going to hurt my application?

- Is it true the the PR card might be issued to be valid for one year only?

- What is the current waiting period to receive the PR card?

- Does canada issue ID cards (instead of getting a driver liscence)?

Your help and experience would be greatly appreciated.

- no, this fact won't affect the application as long as you are still within
2/5 rule

- yes, it is true. In some cases Card may be issued for not longer than 1
year. Note that having PR Card doesn't waive your obligation to meet 2/5
residency rule. If you apply for the Card now and get it, then leave Canada
again then your absence will still accumulate for the entire 5 years period
since your landing. So, if you won't be physically residing in Canada for at
least 730 days (and be able to prove it) within the period of 5 years from
landing then you'll lose PR status anyway.

- 4 to 5+ months

- yes. I may be wrong, but your question indicates that you just need
Canadian ID because you don't want to surrender your US driver's license.
Having any Canadian ID (including DL) won't help you in trying to prove that
you reside in Canada anyway, sorry.
