Is it possible that an Embassy's officer to refuse a TWP ?
I have applied for SW class on 2005 and I dont have any hope about it regarding the chaos in immigration system.
I have been refused once a visitor visa as the officer was not convinced that I will return to Japan after my trip as I have an immigration file.Now I found an employer in Canada who wants to apply for LMO and TWP for me but I affraid of the last stage on embassy.Is it possible that embassy refuses to issue work permit even CHC approve it on the ground that I wont leave after my work permit expires?Are many cases with such mishappening.

I am Iranian, living in Japan for 8 years.Really Japanese immigration policy is based on thier xenophibia attitude.

If you were refused visitor visa already and reasons for refusal still exist you will be refused visa again. As Iranian national you still need visa to come to Canada - work permit is only a permission to work, it is not a visa.
