Default policies of Quebec vs the rest of Canada

I recently visited Quebec's official immigration site and I can't figure out one
simple thing: are rules for immigrating to Quebec completely different & independent
from those for other provinces? Looks like everything (including application forms
and the application procedure) is different.

If so, are Quebec policies also due to change come end of June?

P.S. sorry for the basic nature of my question, I've just started considering this
option and I am not up to speed on legislation, etc...

There is no "immigration application for Quebec" - all you apply for is Quebec
Selection Certificate (CSQ) and when such is granted you need to file standard
Canadian immigration application and go through the rest of the approval process
(beside selection) with the federal government.

Quebec is in full control of how they select potential immigrants. The federal
government considers security and other admissibility issues.

The Quebec program is not going to change in June save for whatever security and
other admissibility issues.

I am a Québecer and I wonder why immigrants want to come here! We pay everything
higher than the rest of Canada including Income taxes and this Québec Sélection
Certificate is a real scam: $200. + 2 more months to wait + more paper hassles. Just
because you live in Montréal! Pisses me off!!!

Quebec now has and will have after June 28 slightly different selection criteria from
the federal program. Other Provincial Nominee Programs will also differ - this is the
essence of PNP. But remember that all what any PNP provides is a Provincial Selection
Certificate - it is up to CIC to approve immigration application and issue a visa.

Agreed, but that will lead to a situation where one might not qualify under the CIC
selection criteria but may qualify under the Quebec selection criteria. Such
individuals could then raise their chances by applying to Quebec and, possibly,
relocating after landing.

If I understand correctly, a person does not have to stay in the province of landing.
